NC State Board of Elections Publishes 2008 General Election Voter Guide


With the likelihood of very high voter turnout for the upcoming general election in November, the North Carolina State Board of Elections has published its 2008 General Election Voter Guide. The guide lists key dates and deadlines, descriptions of voting machines that will be used throughout the state, information about registering and voting, and information about voting accessibility.

Key election dates include:

  • Friday, October 10 – Voter registration forms must be postmarked or delivered in person by 5 PM for the November 4 general election. After this deadline, people can still register to vote at One-Stop absentee (early) voting locations.
  • Wednesday, October 15 – Deadline for submitting originals of faxed voter registration forms in order to vote in the November 4 general election.
  • Thursday, October 16 – One-Stop absentee voting begins for the November 4 general election. There are four locations in Henderson County – please see a complete listing at the end of this article.
  • Tuesday, October 28 – Last day to request mail-in absentee ballots in writing (exception due to sickness or disability).
  • Saturday, November 1 at 1 PM – One-Stop absentee voting and registering ends in Henderson County.
  • Monday, November 3 – Mailed absentee ballots must be received in Board of Elections office by 5 PM.
  • Tuesday, November 4 – Election Day. North Carolina polls open at 6:30 AM and close at 7:30 PM.
Henderson County voters will use touchscreen voting with the iVotronic on Election Day. A poll worker will activate the electronic ballot by inserting the Personal Electronic Ballot into the appropriate slot.

To make selections, voters will touch the box next to their favorite candidates’ names; to de-select, just touch the box again. The iVotronic will not allow a voter to vote for more people than may be elected to any one office. There is also a write-in option on the iVotronic. There is also a Real-Time Audit Log; to verify selections in writing, voters can watch the voter verifiable paper audit trail, or Real-Time Audit Log, on the left-hand side of the voting booth. After completing the last ballot page, voters can touch “Review” and carefully review the selection review screen; changes are easy to make if you have made a mistake or change your mind. Press the red, flashing “Vote” button to cast your ballot. The “Thank You For Voting” screen means you have properly cast your ballot.

There are actually three ways that North Carolinians can vote:

  • In person, on Election Day – Buncombe County voters who choose the “tried and true” old-fashioned voting method of showing up at the polls on Election Day can vote at their assigned polling place. You will be asked to sign the pollbook before you vote. The polls open at 6:30AM and close at 7:30PM. If you are in line at 7:30PM, you will still be able to vote. If you do not know your assigned polling place, call the Henderson County Board of Elections at 828-697-4970.
  • In person, before Election Day – From October 16 to November 1 at 1PM, you can register AND vote at a convenient One-Stop absentee (early) voting site in Henderson County. You do not need an excuse for voting early. To find the One-Stop voting location nearest you, scroll down to the end of this story.
  • By mail-in absentee ballot – You can request an absentee ballot – no excuse is needed – but the Henderson County Board of Elections must receive the request by 5PM on October 28. It must be a written request from you or a near relative, or on a form provided by the county board of elections, and must be signed by you or a near relative (a near relative is a spouse, brother, sister, child, parent, grandparent, grandchild, stepparent, stepchild, mother-in-law, father-in-law, daughter-in-law, or son-in-law). For Henderson County voters, all absentee requests should be mailed or hand-delivered to the Henderson County Board of Elections office at 75 East Central Street in Hendersonville. A voter or near relative may also request an absentee ballot request form by emailing or faxing their request to the Henderson County Board of Elections; please call 828-697-4970 for further instructions. A written request for an absentee ballot should include your name, date of birth, residence address, address the absentee ballot should be mailed to, and the near relative’s contact information and relation to you. The absentee ballot will be mailed directly to the voter. The Henderson County Board of Elections must receive the ballot back by 5PM on Monday, November 3, in order to be counted in the General Election on November 4, 2008. /ulp> One-Stop Locations – Henderson County (all locations open Monday – Saturday):
